Both Leadership and Management are needed in HEI in most of the LMICs. Leadership for good governance, setting institutional agenda, systems development and commitment and management for smooth operations, maintenance, systems operations and compliance.
It’s important to prioritize the challenges – Although Critical and Pivotal Changes are important in many cases but specifically in already developed HEI systems, but I believe that in majority of the LIMC and specifically in LIC, Bedrock challenges are the most important to be addressed. Major regulations and policies, guidance needs to be developed in support of HEIs and the availability of funds for research, Infrastructure, financial, administrative, academic and research autonomy, and so on
Because if you have a strong foundation as we have, then you can build or rebuild anything on it. But if you’ve got a weak foundation you can’t build anything. – Jack Scalia. For LIC HEIs whose research capacity is still at the infancy stage, there should be deliberate efforts by all stakeholders to invest more in bedrock challenges which will, in turn, consolidate and enhance the success they are beginning to realize in overcoming critical and pivotal challenges.
This module expounded on a very pertinent topic on Research Leadership, especially in Low Income Country Higher Education Institutions, where, in fact, the level of research leadership, volume of research, and research outputs and outcomes are low (as also indicated in this module). This a critical issue and can be a current topic assignment, particularly for African Higher Education Institutions, demanding high level of intervention and collaborative works by various stakeholders and researchers.
Leadership which is persuasive about the Vision and mission of HEIs is necessary but sometimes we have leaders getting diverted from common good into personal interests. Leadership with personal interests is often narrow and cannott benefit HEIs which have a public mission.
In systems thinking, we look at components of the system as interconnected entities in which several components are linked to each other and affect each other reciprocally. Pivotal challenges are challenges to which many other ecosystem components are connected meaning that if the issue is addressed, it affects several aspects of the ecosystem (it shakes up the ecosystem). Identifying and addressing the key leverage issues in the system has a multiplier effect in changing the entire system.
