Administrators in Higher Education Institutions in LMIC do not know that doing research and proper management of the research process is part of their responsibility.
Thats true. Research staff can be shielded from strict teaching schedules that deprive them on time, yet research is demanding on their time. The research staff should concentrate on writing publications and make them ready for the future of teaching. However, I suggest regular seminars to allow openly disseminating research findings. Thats how many other faculty and junior satff can share and inspire knowledge.
Managements of Higher Institutions of Learning should know that research offices are very vital in the development of Universities and they should be given space to grow
Academic and Applied Research should have funding appropriated in the annual national budget. These research funds should be provided through established mechanism (policies, regulations) by relevant government ministries to public and private universes a competitive grants based on the national priorities and requirements for research. Funds should be available to researchers in all sectors of studies.
Research should be not be supported by increase in tuitions on students. Students tuitions should be used for education and basic science experiences.
