In which ever way, universities have to undertake research for their existence and to have a meaningful existence in community. I would propose that universities should have a budget from their limited resources first before they move to any other stakeholders to solicit for resources or funds to do research. In this way, this would show that the universities have commitment to conducting research.
The most important thing that higher education institutions should do is create partnerships with other universities from the North/South, request donors, international organizations, private organizations and even lobby the government offices/ Ministries.
Come up with viable income generating projects, internal/external collaborations will help cushion this institutions of higher learning from the perpetual financial constraints.
Universities can strengthen collaborations and partnerships with the county and national government sectors, private sectors, international organizations and universities in increasing their financial capacity.
pooling in-house resources by creating multidisplinary research groups/teams; engaging end users of research to fund research work; investing resources to create resarch grant offices and and grant managment experts; actively work for linkages with international, regional and national universities or organizations; and comercialize research outputs or products
HEIs in LMIC can overcome resource constraints by interesting their governments to commit to supporting the research agenda, targeting the private sector, and strengthening partnerships with other universities in the global south and global north.
In order for HEIs in low to mid income countries (LMIC) to be ready to help resolve the challenges their countries face, they need to be well-organized, well-managed and well-functioned Higher Education Institutions (HEI) that’s universities, community colleges and TVET institutions in developing countries have similar impediments to their progress – Its mainly public perception in country regarding poor internal organizational structures followed by poor delivery of services and education.
In some cases in HEIs in LMIC its not the resources constraints necessarily, but functionality and the know how on how to use funds and resources available to conduct development research. So the main constraint majority of the HEI in LMICs face are human and institutional capacities in the research eco system.
Its important that universities are promoted as the problem solver to the challenges in the district, city, state/province and country and also region and globally.
To overcome resource constraints, the universities should have a unit of funds mobilization for research, encourage collaboration with other strong organizations, try building income-generating projects that bring sustainability
